Anybody could walk into the Paulson store in Las Vegas in the 70's and make over an the counter purchase. I made several. I never bought chips that way, but I know you could and no ID required. Just say it was for a home game. I also have had customers in my card rooms want to buy chips and other equipment for home games and I ordered it for them through Paulson or one of the other distributors.
