Those look like they were cut from a sheet of 20 or so. See the slot of inserting the chip.

The real plastic envelopes for chips are intended to be slipped into a sheet that goes in a 3-ring binder. They usually have a flap that folds down to keep the chip secure. Where did you get them?

I think you need to go to a coin dealer who should have lots of the 2" x 2" envelopes that can be slipped into a 20 pocket page.
