I think that some places used chips as currency...and the 1c chips might of been for change. So...if a bar down the street was charging 40c for a beer...you could charge 37c figuring you would still get the 40c because the 3 - 1c chips would most likely go to the person bring the drink. This could be for any merchandise...cigarettes, cigars, drinks, maybe food. Just an opinion, but cigars sound likely...8c to 12c.??
