It may have been made for one of the first cruises where they were still training the dealers. Many of those first cruises they used all NCV chips. I know I had ticket number 7 for the very first Caesars Indiana cruise ( back in the days when you had to pay to go on the boat) there they used real chips - although I did have to teach some of the dealers how to count chips
