It is a $1 Mustard colored hot-stamped HHR chip. No edge marks. $1 in the middle of the inlay, "Pentouse Casino" covering 2/3rds of the circle of the inlay, below the $1 is the Penthouse Key logo, the coloring on the letters look like gold to me.

I have posted a pic of this chip here before, many years ago. I will look in the archives for it.
