Back in the bad old days the clubs frequently provided complementary cigarettes at the blackjack tables. Perhaps this was used at a high stakes table. I have a similar box from Harrah's Lake Tahoe but it was to commemorate the Grand Opening of the South Shore Room in December 1959 - Red Skelton was the headliner.
