We did some research on Albert Goulet because of the Northern Kentucky connection and found him to have been involved in gambling, booze and extortion as early as 1918, but could not connect him directly to the use of the chips. In fact, without knowing the quantities ordered, we guessed they were for home use.
In 1919, he was indicted in a race book scam, past -posting a mark in Covington, Kentucky. Roy Klein connected the scam to the theme of the great movie, "The Sting" made many years later. Goulet also shot a guy who was a patron in a bar Goulet tended and may have been involved in at least one arson along the way.
