There is NO CONTENT on the chipguide.com single page website. Which part of 'single page' isn't clear.

so no they do not have full right to give the property to anyone.
Maybe you should read up on copyright law for images. Unless you buy outright the rights to an image you can NEVER transfer the rights to anyone. The originator of a scan owns that image FOREVER and is the only one that can allow rights to that image to anyone else.
