I have mailed a chip in a bubbler envelope for 70 cent before. Was told by one postal worker, as long as you mail it as a non parcel. But that interpretation changes from postal worker to postal worker. Not to long ago, I mailed a chip to Garin in London as a non parcel directly to his house instead of through customs and it only cost $1.36. Soooo, who is right. Pray that you get the same postal worker that gives you the best deal. None of the mail came back to me nor was any additional postage required on the receiving end. Ron Bayne
