I have never been asked if the envelope contains only paper or documents. Of course shipping as "no value" I have no recourse if the item is lost in the mail. I would never send any valuable item that way, but it does not make sense to send a $7 chip overseas with $13.50 shipping. If it gets lost/confiscated/stolen, it's on me. It's like sending a package though eBay without getting a tracking #. Seller says they never got it - you have to refund. I have also heard of people sending through eBay with a tracking # that shows delivered, seller says they never got it and the $ gets refunded.
