The postal clerk at my local P.O. once explained that the pricing has to do with treaties and tariffs between the USA and the foreign country, also on the "balance" of mail going to and from a particular country. I wonder if sneaking into Mexico and mailing stuff from there would result in a lower cost. "Wonder" is about the extent of it as I am not about to try it.
