Many times attributions are made for the right reasons even if they are wrong. It happens. To me it seems like there is little advantage to attribute a chip to CA. Does that make it a lot more valuable? Not in my opinion. The only place that may increase a chips value is if it can be shown to be from NV or maybe one of the really popular illegal locations.
I will give you a personal story about an attribution. I found some RBP chips in an antique store in Newport, KY in a box with several other known Newport chips. The mold matches the correct era for the use there. Does this mean that they are from Newport? Not necessarily but until better information comes along saying differently I have attributed it to Newport.
