These were part of the International casino token sets made by Franklin Mint in the 1970s. They were denominated in local currency but each was denominated at approximately US$ 25. The first one displayed says Paradise Island Casino (PIC) on the other side.

At the time they were issued, they were redeemable for chips at the casino named. Since that was 40 years ago, I doubt that any of them are cash-able any more. They appear to be frosted proofs.
