OK, I am a little confused with the terminology. The good news is that the online printing of postage labels (like with PayPal and eBay, etc.) ARE THE SAME. For example, a 1-4 ounce first class parcel is still $2.61 postage.
Only the retail price you pay the clerk at the post office changed for First Class Parcels. (They changed categories so the in-person-clerk rates are "competitive" now and can be changed easily. But the online rates are in a different category and are harder to change. Something like that. .. ... I still don't know why the "123 Price List" does not show the increase for Retail (in-person clerk) rates; maybe it takes a while.)

We admit it, this one snuck by us. It was a reader who alerted us this afternoon.
"Have you heard anything about parcel post rates going up next Tuesday," he asked. "My postmaster told me they were and even gave me a chart of the increases. 1-4 ounces increase from $2.67 to $3.00 and so forth."
USPS spokesperson David Partenheimer confirmed that there was a change going into effect on September 3, 2017, telling us the Postal Service had sent reminders to mailers:
