I agree - I'd hate to have to test the defense system, but retaliation would be in order. To avoid hurting the population of innocents, though, I think it would be pinpoint attacks against every military base, every bomb research facility, and every palace fatboy owns. Remember the video of a bomb going into an Iraqi building through a chimney? And that was ancient technology!
