I believe it to be some form of Chinese keno. The fact that one ticket is from the Silver Spur in Carson City shows it to be some form of wagering. There are also 80 boxes on the ticket much like the current form of keno.
I'm researching what the characters are. My Chinese is very rudimentary but some of my older relatives can read and write as well as speak Cantonese.
