What I could find: Only Sands hot stamp chips were roulettes issued in 1952, or thereafter later in the 1950s. These were 1st issue and 8th issue roulette chips. There was a 25 cent pan room HS chip issued in 1954 with the 4th issue. First $5 and $50 NCV's were issued in the 14th issue in the 1980s. Obviously this pic is not from that time period. With Mr. Sinatra behind the table, it would not surprise me from what I've read, if they were some sort of NCV's they had on hand for certain games or photo ops as you posted
