That the guys behind the counter don't know the rules for what they are selling. I mean they make the cage critters at a casino look like geniuses. So long as a package is under 3/4" thick and bendable (whatever that means) it is a flat or large envelope. It is just a lot easier for the Post office people the charge you for a parcel if it isn't an envelope Makes their job a lot easier
