Just curious, Don -- did you get this set directly from the Horseshoe cage, or via a later purchase?

As I recall (and correct me if this is wrong), the first-day issue of this 20-piece set was for a run of 1000 numbered tubes. The seal on the tube was black, with glued straps extending part way down the sides. The number was on top ("No. xxxx of 1000"), with no sticker on the bottom. (I have 2 sets of these tubes.)

They were so popular that the Horseshoe re-issued another 200 sets (like yours). The same chips inside, but different style labels on the tubes. I'm not sure of the timing, but was still during 1994, I believe.

The sets seem to be valued the same ... but that makes it possible for 2 parallel numbered sets for the first 200 numbers, but with different labels. One of those oddities in chip collecting.
