The definition used for Nevada "Classic Vehicle" license plates is simply 25+ years old.
Looks like the plates give owners an exemption on passing or waiving emissions tests in certain cases.
Also, the Nevada Prison system gets 50 cents per plate, so that helps to pay for O.J.'s incarceration.
