Unless that inlay is flush with the chip, it looks like someone did a "peel and stick" on the chip (the upper right corner looks like it's not flush and the inlay by the 'S isn't round).
Also, not many T's Molds with Inlays and the Chipguide doesn't have a Blue T's Mold with 3 Purple Inserts.
Seeing a 600 dpi or higher scan of the chip around with the inlay meets would also help out (to see if the mold hatching continues onto the inlay correctly.
So, with that said, I'm not an expert, I'm sure others will chime in!
