Yes, Patti Page, it is. I'll honor Convention Style pricing, $2 (which is what I paid, I think) plus postage. Now, I can ship in a #10 envelope at the Non-Machinable Rate for $1 but I recommend for $2.80 the 000 padded envelope which is a bit safer for sending dogs through the mails. Also, the Non-Machinable Stamp is very hard to find. The Las Vegas postal clerk looked all over for one, to the amusement of everyone standing behind me in line, when I mailed a chip there last Friday on my way to the show. (To keep things on the up-and-up, you would be buying a $5 Sarasota Kennel Club One-Eyed-Jacks Chip.)
