This white advertising chip was made for the Oregon Lottery, sometime since since 1985 when it was legalized. The nice sharp metal edges made it great for exposing the hidden symbols on a scratch-it ticket. I understand the chips were given to lottery officials who distributed them to store owners that sold the scratch-off type tickets to customers. Size is 1 5/8" diameter. Reverse is blank where there would be a center image. Eight exposed brass spots. Each side has 4 exposed brass card suits and 4 brass dots. I've only seen 2 or 3 others in antique shops and don't know how many were made.
