TCR- Grade / Condition Question

When a chip is damaged, cancelled, or an error and is listed in The Chip Rack, under ( Cond. ) column it list it as ( DAM ), ( CAN ), or ( ERR ) respectively. Chip has also been assigned a Chip Rack Number and following that number ( if it has one of these condition issues ) is a designation of ( .D ), ( .C ), ( .E ) which stands for damaged, cancelled or error. If you look on page 173 of TCR #17 under Horseshoe Club you will see all 3 of these examples. Under the ( Cond. ) column in TCR it list the " GRADE " such as " N ", " SU ", " A ", etc. except when one of these conditions exist. My main question is this : If TCR chip# is followed by a condition letter of D, C, or E ,letting you know that there is a condition issue, would not the condition column of these be better used with a grade designation ( like the rest of TCR entries ) so value code assigned to chip would have a better meaning ? Look on page 173 TCR# N4139.D as an example. These chips were purposely altered by the casino to remove most of Binion's name and were put into play at the casino. This chip has a value code of " N ". Since these chips were put into play some will have more or less wear than others creating a variable grade for these chips. Since there is no grade assigned ( under Cond. Column ) to match up with Value code in listing, there is no starting point for value per grade of chip. I have only been collecting casino collectibles a couple years so maybe I am missing something. Any clarification or opinion from one of the authors of TCR or anyone else on this would be appreciated. I am in no way knocking TCR as this guide ( my third one ) has been invaluable in my pursuit of this hobby.
