Searched "C.H. Williams YACHT" which lead me to Beverly Yacht Club in MA.... CHW (maybe a relation). Some interesting reading shows he was a member in the late-1800s. I looked no further, but my guess is the CHW on the chip was a yachtsman as well and related to the member in the newspaper articles. Good luck.
