Casino comps are for players, not free-loaders. I see nothing wrong with what they are doing.
Comps are not just free rooms but free meals, drinks, limo rides, and other hotel features that are offered to visitors that are willing to risk their dollars on games of chance. Rated players who wager significant amounts will still be comped well by their hosts as they have been for decades in Nevada.
Those players who want to sit at a bar can charge their drinks to their room if the new rules say they have to play a stated amount before the barkeep will give them their drinks free. Hosts for rated players review all room charges when the player checks out and can still comp anything (but tips) charged to the room, including drinks.
