These are dated 1992 on one side only. Slightly smaller than a standard 39 mm chip. Made of molded plastic. RJRTC probably stands for R.J. Reynolds Tobacco Co. If you collect tobacciana, there are similar lighters, ash trays, etc. with this logo. I don't have them though. Check ebay.
