Not likely. It is most likely neither of these places. Both of those establishment have no other Horse head molds in their chip index. Most of these chips are found in almost new condition. I see them from time to time in the San Francisco Bay Area. I do believe they are from the area, but most likely from a place yet to be discovered.
The denominations on these chips are very odd. Almost like they were designed as exact amounts to buy beer , a mixed drink (hi-ball) or ante in a game. For that reason...I assume that it was either from a very short lived place or not used for play. They don't appear to be used in a poker game do to no wear. (I could be wrong!!) why are they...30...40...60?? And not 10...25...50?? It doesn't really add up
The $5.00 chip in top left might have nothing to do with the other 3. Different font and the wreath. Hot stamp gold on 3... silver on the $5. A yellow 40 cent and yellow $5.... might not happen at the same place...but who knows...
