I think I will have to go through some newspaper articles to find anything on these places. In the 1941 directory...They only list a Whist Club for card playing. We already know a couple.... Rex Club..And there were a few Tahoe operators that had ties in Vallejo. Just have to figure out what places they were associated with in 1941...And investigate from there.
