not a casino reference, but instead is a style of cards by ARRCO. ARRCO was later acquired by United States Playing Card Company (USPCC) which kept the name and printed other decks under the "ARRCO" brand name. One such deck was "Tahoe".

While not a definitive answer, but I don't believe that these are specific to the casino, especially since the back design is common to the ARRCO brand.
