If the chips have the denomination on both sides without a name, initials or other symbolic mark on the other.....then they are generic. That doesn't mean they were not used some where. It just means that there is not a good way to determine where they could of been used.
In spect the boxes. Sometimes they will have clues to where they might of been used. There is a tag on the end. It might say something.
I found a small lot of BHK chips. (Unknown) Some of the chips had BHK and denominations while other chips...exact same colors and denominations....had denominations on both sides.

It was mostly the $5 and $10 chips that had denomination on both sides.
