Has anyone seen this LV plaque before?

First and foremost, this picture is from an Ebay auction and not mine....

Has anyone seen this plaque before? It says it was for the opening of Lucky Dragon but I never remember seeing NY pictures of it before. Thanks, Dan R-8220
