I'm one of those guys that watches the House and Senate on C-Span. Don't know why, I'm just weird in some ways. That 221 million was was part of the foreign aid plan passed by the worst congress we've ever had. The Senate did ask for that part of the package be put on hold for an investigation. The administration went ahead and sent it. That was legal, but it is never done that way.
