I'd agree that it looks like injection molded replica of a H&C chip. No cross-hatching in the H&C area -- Did the center area have any cross-hatching?

Also, these replicas are often lighter weight than genuine H&C chips.

As to origin, likely made in China, or somewhere in Asia, IMO.
