So far Irfanview works on windows 10. I'm getting a new computer and I'll install Elements 10, and older version that works fine. Even though I have systems with CS3 and CS5 (no cloud subscription to Adobe) I do most of my photo editing in Elements because I do news and real photos, so for Editorial I can't make large artsy changes. Besides that, my panoramas and nature, landscapes, I still use Elements.
Elements is up to version 14 or 15 I'll be buying that for the Windows 10 computer. If it wasn't for lack of support from some places, Dropbox, DeepMeta and others, which have upgraded themselves so you must have Windows 10, I'd still be editing and on the web with XP.
Anyway, no it's not free, it's a download of the TRIAL version.
