those who borrow dollars and plan on paying them off with an even weaker dollar sometime in the future.
It's not a good thing for those who save dollars and plan on using them in the future at something near what they were worth when saved.
Fortunately, when a government plans to debase the currency in the future, its citizens who are aware can save something of intrinsic value (like precious metals). Unfortunately, the government as part of its plan for inflating the currency can tax its citizens who convert the thing saved back into currency of the country. That's what is done in USA now, and what will likely be more closely monitored and revised to prevent its citizens from avoiding inflation.
A strong currency is a reflection of good management by the country's politicians. Best example was Switzerland before they changed their practices and managed the SFr value lower.
