I have just seen them firsthand for conventions that ranged from 50 people to 20,000 people, and they really become amazing tools.

I have seen very simple Apps (probably fine for the CCA) to very complex Apps, that have a variety of uses.

The approx. $500 price tag for a 1 convention use estimate by David and Brenda could probably be justified by reducing or eliminating the programs.

Like you said, the key is finding someone with the knowledge and who could donate their time customizing the App..
