Ebay and PayPal will continue to offer discounts (right now the discount means that any package up to 8 ounces is $2.60) - but I have been unable to determine what those discounted prices will be. Since most of us use those services, I don't rely on the retail price charts.
Unfortunately, Ebay does not like to provide raw data. Instead, they come up with charts showing the average prices that average shippers pay for average packages rather than telling us the components of the package we want to send. That way they can tout percentages or discounts and make it look like higher prices mean better deals.
An example of Ebay's silly chart of average costs is shown on this website from last year. They have a similar set of charts this year on Ebay, but I couldn't track it down quickly for this post.
