I completely understand your point about club business. And you are 100% correct, it should be on the club board. BUT... like they say, if a tree falls in a forest and no one is around to hear it...
I think it is completely fine for Westen to post on this board... "Hey, what if we..." and see what kind of reaction he gets. Maybe he gets suggestions from other club members with ways to improve that idea, or what he should change, etc. At that point, I agree 100% that he needs to post his suggestion (flushed out and ready for the BOD to hear) on the club board.
I wouldn't have seen Westen's post if it was on the club board. The only time I ever go over to the club board is when someone posts "I have a real important post on the club website". Sorry, there just is nothing there to check daily. :-(
I personally like Westen's idea of getting newcomers to the banquet. The banquet was one of the first functions where I actually "met" club members. Sitting down at the table with club members is a better way to met rather then roaming around the club floor. Trying to get the newer members to meet some of the established members and feel more involved is a great idea.
It also terrifies me that we cannot afford 5 to 10 - $55 meals.
Hope all is well!
