There were 3 casinos in Cartagena Colombia....that I saw while on a bus trip through the city.
Masters Royal Casino
Sun Nao Casino
Rio Casino

The Sun Nao and Rio were right next door to each other. They didn't open until 10am. Table games didn't open until 1pm.(our ship leaves port at 1pm....so no waiting around.)
We went into the Sun Nao...it a shopping type of mall on the third floor. We walked into the mall and made our way up the escalator past uniformed gunmen with machine guns. You have to get your currency exchange before you get inside (a little booth just outside of casino)
I tried to get chips from the cage. No...only from the tables and not until 1pm. I asked for a manager. My wife and I tried to talk to her in broken Spanish. After about 30 minutes she agreed to get some chips. I gave her every Colombian $ I had exchanged ($30 minus a few I put in a slot machine)$82,000. About $27 US. She came back with 2 of each chip. I wanted to ask her to exchange for smaller chips, but I didn't want to press my luck. I was happy with anything.

The Rio was next door. It was much smaller with only a couple of table games. They absolutely refused to let chips out. I showed them the chips from the Sun Nao and they told me to go back over there. They pretty much ran me off.

The Masters Royal was up the street a few blocks, but I would of been cutting it close trying to get there and catch the bus back to the ship. So I past. ☹️
