I've run into several examples where the inlays were of identical design and fonts but were different clubs. Most times the chips were issued within months of each other. I've come to the conclusion that it was the same graphics person at USPC that designed both chips. Likewise in your case I would guess that the same person/team at USPC designed both the Bank Cub and Willows chips. I bet they were both issued within months of each other
