If you move to TN you may get free tuition. When they started the lottery here 10 years ago they determined that education was where all of the money will be spent and lots of kids have gotten a free ride.

As far as loans I would strongly suggest that you never take out a student loan for any reason. There are lots of people out there with $100,000 loans for degrees that qualify them for a minimum wage job and they struggle to pay off the loans. Also note that student loans are the only thing that is not bankruptable so they will be paid off eventually no matter how much you suffer. If you study economics you may have heard that student loans is expected to be the cause of the next big economy crash. Have the student get a job to help with school expenses and stay away from loans.
