The only penalty is for late enrollment in a one year period. Nobody is forced to take any drug plan from anyone. There are folks on Medicare for over 20 years who never took out any plan and simply pay full or reduced costs out of pocket... and if they ever decide to enroll in a plan out of the enrollment window then, and only then, is there a penalty.
