Records not available, but the chip is pretty solidly in Cairo.

Its been found with other chips (like your Frog City Club chips) and the Club 18 was a pretty well known gambling casino in Cairo (all the way through the 1960s). There has been a couple IOTD about the area (not sure if Club 18 ever mentioned), but no doubt in my mind about it.
