Order is all just small denoms. Probably not gaming related.
A lot of in trade chips and tokens were won on punch boards, a dice game played on the bar called "Horse & Horse," and several other games.
Gambling? It's in the eye of the beholder.
I'm not sure what kind of gambling they had, but there was a Peterson & Cooksie Billiards at that address. It was on the second floor of some retail shops.

Cooksie later went on to open Cooksie &Shield Billiards which was raided in 1946. I don't have access to those newspapers (yet).
