Yes, I have noticed them too -- a lot of listings for framed "illegal club" chips. Could even be true IN A SENSE, but the generics were used all over the country for years, AS WE ALL KNOW.
To me, one thing that I always felt helped eBay grow to where it is today is that sellers had to pay a listing fee (even if only 30-cents) for each listing, so usually the opening bid wasn't so ridiculous; otherwise, he's be wasting a lot of money. Meanwhile Amazon and Yahoo had auction listings with no listing fees, so the potential buyer was inundated with ridiculously high opening-bid listings. But now eBay gives its sellers many free listings each month, which helps get junk like this:
