I've collected those number chips for quite a while. I have a copy of an old Kernan chip catalog and they are listed as restaurant checks. I'm not sure what that is or how they were used. I have also seen old wooden chip holders full of the 5's, 10's and 50's so I know they were used a poker chips too. I collect variations in the numbers themselves...even the slightest differences. the chips I show below are all different in one way or another. Either in shape of the numbers, the little accent curves, their spacing or material used to make the chips. I don't collect colors, just variations in the design.
