The first is from a proposed resort complex being built in an area far from the tourist areas. The resort has been approved by the government, but there has been no construction and the project has probably been dropped. The chips are from the WICO/RT Plastics manufacturer's set being sold by Rich Burgel. Presumably, they were made to present to the new resort owners.

The second was a proposed casino in Bonaire that was never built. The only denominations known are the 50 cent, and 25 dollar chips, although there are both dice and playing cards:
