issued for the annual Pinsanity event (formerly known as Pindex until it was moved off of the HRH&C property) which are now held at the HRC on The Strip in Las Vegas. The rare Pindex chips are probably the prototype chips that were made in various edge colors (I believe for either the 2000 or 2001 Pindex event).
