Quite some time ago I won an auction off a web auction site. The auction house was in Az. And they would not ship to me in Calif. I was lucky and my sister happened to live just up the road so she picked the chips up for me and mailed them to me.

Different states have different laws. Good or bad it is what it is and we just have to work around them.
